Honestly Borderlands 4 is way better optimized than BL3 was at launch which is not saying much because BL3 was a complete disaster performance-wise but still it's worth celebrating that Gearbox actually learned from their mistakes, however even with the improved optimization you still need to tweak some settings to get consistent 60+ FPS especially in Mayhem 11 Slaughter Shaft where the particle effects can get out of control, I've tested BL4 on three different PC configurations and here are the best settings for maximum performance and visual quality

These settings are optimized for competitive play where high and consistent FPS matters more than visual quality, use these for Mayhem 11 farming and Takedown runs:
Performance-First Settings (Competitive Gaming)
Display Mode: Fullscreen (borderless windowed costs 5-10 FPS). Resolution: Native or 85% resolution scale. VSync: Off (adds input lag). Frame Rate Cap: Off or set to monitor refresh rate. Overall Quality: Custom. Anti-Aliasing: FXAA (TAA is too blurry at low resolutions). Texture Quality: Medium (high uses too much VRAM for minimal visual gain). Anti-Aliasing: TAA (SMAA on AMD cards). Texture Quality: Ultra (needs 8GB+ VRAM). Shadow Quality: High (medium is a good compromise). Post-Processing: High (keeps bloom and good lighting effects). Volumetric Fog: Medium (turning this to high is a 20% performance hit for minimal visual gain). Screen Space Reflections: High. Ambient Occlusion: High. Foliage Density: High. Draw Distance: Ultra. Material Quality: Ultra. Expected FPS: 60-80 FPS on RTX 3060 Ti / 100-144 FPS on RTX 4080.
Upscaling Options (DLSS, FSR, XeSS)
Borderlands 4 supports all three major upscaling technologies and the implementation is actually solid this time unlike BL3 which had a broken DLSS implementation for over a year after launch, here are my findings after extensive testing:
NVIDIA DLSS is the best upscaling option by a wide margin with DLSS Quality mode looking nearly indistinguishable from native resolution while giving a 30-50% FPS boost, DLSS Balanced is a good middle ground giving 50-70% more FPS with only minor visual degradation in motion, and DLSS Performance is usable if you're targeting 144 FPS on a mid-range card but the image quality takes a noticeable hit
AMD FSR 3.0 is the second best option and it works on all GPUs including NVIDIA, FSR Quality looks slightly softer than DLSS Quality but the performance gain is similar, the main advantage of FSR is that it includes frame generation which can double your FPS if you're CPU-limited, for AMD users I recommend FSR Quality + Frame Gen for the best balance of visual quality and performance
Intel XeSS is the least impressive option and I'd only recommend it if you're on an Intel Arc GPU where XeSS is hardware-accelerated, on other GPUs it runs in software mode and the performance gain is minimal while the visual quality is noticeably worse than both DLSS and FSR
Common Performance Issues and Fixes
The most common performance issue in BL4 is stuttering in outdoor areas especially on Pandora and Eden-6 where the large draw distances and foliage density cause frame time spikes, the fix is to reduce Draw Distance to Medium and Foliage Density to Low which eliminates most of the stuttering with only a minor visual impact
Another common issue is VRAM-related stuttering on GPUs with 6GB or less VRAM when texture quality is set to High or Ultra, the fix is to reduce Texture Quality to Medium which uses about 4GB VRAM and eliminates the stuttering, the visual difference between Medium and High textures is minimal in BL4 because the game's art style is cel-shaded rather than photorealistic

Additional Performance Tweaks
Beyond the in-game settings there are some config file tweaks that can give you additional FPS, the config file is located at Documents/My Games/Borderlands 4/Saved/Config/WindowsNoEditor/GameUserSettings.ini, you can add the following lines to disable specific features that have a performance cost: bDisableMotionBlur=True, bDisableBloom=True, bDisableLensFlare=True, r.VolumetricFog=0, r.SSR=0, r.AmbientOcclusionLevels=0
For multiplayer performance make sure your internet connection is stable and consider enabling Network Optimization in the network settings which disables some unnecessary network features for a smoother online experience, also close Discord's hardware acceleration or disable the overlay which can cause stuttering in BL4 specifically
Honestly the performance improvements in BL4 over BL3 are night and day and with the right settings you can get a smooth experience even on older hardware, the key takeaways are: always use DLSS or FSR, keep shadows on Low for the biggest FPS gain, and turn off volumetric fog if you're struggling to maintain 60 FPS, these three changes alone can double your frame rate on low-end systems
