Honestly after 200+ hours of farming and testing and optimizing builds across Mayhem 10/11 with all four Vault Hunters I can tell you one thing for sure, Borderlands 4 ships with over 150 legendary weapons and most of them are honestly not worth the vault space they take up, like you get excited seeing that orange beam of light and then you check the stats and it's some gimmicky piece of junk you'll never use, tbh I've vendored more legendaries than I've kept and that's just the reality of loot shooters, anyway this tier list ranks every major legendary by raw damage output and utility and anointment synergy and farm efficiency because not all orange guns are created equal and I learned that the hard way after wasting probably 50 hours farming weapons that turned out to be complete vendor fodder. S-tier weapons define the meta and you literally need these if you want to clear endgame content without pulling your hair out, A-tier weapons are excellent in specific builds but might not carry you on their own, B-tier weapons work if you literally have nothing better, and C-tier weapons are memes is vendor fodder or whatever and tbh that's being generous honestly.
S-Tier Legends, The Absolute Best
Kaoson (SMG) fires homing sticky projectiles that detonate after a short delay and each sticky increases the explosion damage by 8% stacking up to 30 times, at max stacks the detonation one-shots most Mayhem 10 badasses and tbh it's kind of ridiculous how strong this thing is. Base 12% drop rate from Captain Traunt on Athenas at Mayhem 6+ and pair with Moze's Short Fuse skill for double-dip explosive damage. Effective range is medium to long and the best anointment is "150% damage while Iron Bear is active." The Kaoson has been the king of SMGs since BL3 and BL4 did not nerf it, in fact the sticky stacking ceiling increased from 20 to 30 wich is just bonkers. I've killed Captain Traunt probably over 100 times farming for the perfect Kaoson roll and ngl the grind was soul-crushing but the payoff is absolutely worth it, once you get a good one the game basically plays itself.
Plasma Coil (SMG) is a continuous plasma beam that chains to 3 additional enemies within 8 meters with base damage per tick of 18,472 at Mayhem 10 and chain damage at 60% of base, sustained fire on a single target ramps damage by 2% per tick stacking up to 50%. Exclusive to Arms Race mode dropping from the Heavyweight Harker and Seer bosses with Arms Race chests also having a 4% world-drop chance. This is the single best general-purpose SMG in BL4 and the only weapon that competes with Kaoson for the top spot, I got my god-roll after 47 Arms Race runs and let me tell you that mode gets old fast but the Plasma Coil makes it all worth it. And honestly the beam just melts through everything, it's beautiful to watch, you point it at a room and everything dies.
Hellwalker (Shotgun) has fixed parts meaning every drop is identical, always incendiary, always 10 pellets, each pellet dealing 33,104 base damage at Mayhem 10. The guitar riff on reload is purely cosmetic but the damage is not, this shotgun one-shots any non-badass enemy and two-shots most badasses. Drops from Road Dog in The Splinterlands at 15% drop rate. Because the Hellwalker has fixed parts your first drop is your god-roll wich is honestly such a relief after farming other weapons for weeks. Best on FL4K with Fade Away guaranteeing all 10 pellets crit, the damage output is straight up unfair and I love it.
Lead Balloon (Heavy Weapon) fires a cluster bomb that splits into 12 submunitions each dealing 48,000 splash damage at Mayhem 10 and the submunitions have homing properties against enemies within 15 meters. The base weapon has a 6-second reload but Moze's red tree skills cut this to under 3 seconds. Farm source is Splashzone event boss at 10% drop rate. The Lead Balloon is the highest single-shot damage weapon in BL4 capable of deleting raid boss health bars in 3-4 shots with a proper Moze splash build, I've tested it on every raid boss and it's honestly kind of broken, in the best way.
Finnity XXX-L (Sniper Rifle) gives each critical hit a 15% fire rate increase and 20% recoil reduction for 5 seconds stacking up to 10 times, at 10 stacks the Finnity XXX-L fires faster than most pistols with zero recoil. Base critical hit multiplier is 4.5x wich is the highest in class. Drops from Primordial Guardian Origo at dedicated 8% drop rate on Mayhem 6+. Essential for any sniper-focused FL4K build and the name is a reference to a certain explicit film title, typical Borderlands humor. On FL4K with Fade Away every shot crits and every crit stacks the fire rate, by the fourth shot you're firing faster than a Vladof pistol, I was genuinely surprised by how good this sniper is considering I usually hate snipers in Borderlands.
A-Tier, Build-Defining Power
Flipper (SMG) fires 9 projectiles per shot for 1 ammo and consecutive hits on the same enemy increase damage by 2% per hit stacking to 20 for 40% total. Moze with Redistribution and Some for the Road can fire the Flipper indefinitely wich is kind of insane if you think about it. Drops from Minosaur in Bloodsun Canyon at 12% drop rate. Falls short of S-tier because it requires the enemy to stay alive long enough to stack, still an absolute beast in the right hands.
Monarch (Assault Rifle) has a bipod mode that doubles fire rate and tightens spread with base damage per bullet of 6,245 at Mayhem 10 and in bipod mode that's 12,490 DPS before crits. Drops from Killavolt on Mayhem 6+ at 10% drop rate. The Monarch is essential for boss melting but less useful for mobbing because the bipod locks you in place wich can get you killed real fast if you're not paying attention, I've died to random trash mobs while turret-mode so many times it's embarrassing. But for bosses? Absolutely shreds.
Complex Root (Sniper Rifle) has charged shots that create a singularity pulling enemies together then explodes, the singularity radius is 6 meters and the explosion deals 65,000 splash damage. Excellent for mobbing with Amara's Ties That Bind and drops from Eista the Invincible in the Heart's Desire. The crowd control on this thing is honestly beautiful, watching a whole group of enemies get sucked into a death ball never gets old.
Meltwater (Pistol) is a cryo legendary with a unique mechanic where frozen enemies take 300% bonus damage from the Meltwater's ricochet projectiles, each ricochet hits up to 3 enemies and the freeze rate is 80% per shot against flesh. Farmed from Atomic in the Splinterlands during the Cartels event. This pistol is slept on way too much, the freeze and ricochet combo is devastating if you build around it properly.
B-Tier, Situationally Useful
Rowan's Call (Assault Rifle) has critical hits that ricochet 2 projectiles, solid for mobbing but outclassed by the Monarch for bossing, drops from Red Rain in The Anvil. Lucian's Call (Assault Rifle) has a similar mechanic to Rowan's Call but with incendiary damage and worse base damage, drops from Captain Traunt. Krakatoa (Sniper Rifle) is an incendiary sniper that leaves a fire pool dealing 10,000 damage per second for 6 seconds, excellent for Amara elemental builds but too slow for general use, drops from the Agonizer 9000. Trevonator (Shotgun) fires a random elemental projectile that ricochets 3 times but the inconsistent element makes it unreliable for build-specific setups, world drop only wich is annoying. These are all decent weapons that can get you through Mayhem 10 content if you dont have the S-tier stuff yet, theyre not bad theyre just not amazing and youll probably replace them eventually.
C-Tier, Avoid Unless Desperate
Malak's Bane (Sniper Rifle) has high damage but the projectile speed is painfully slow, enemies can literally walk out of the bullet's path, drops from General Traunt and honestly it's embarrassing how bad this sniper is considering who drops it. Woodblocker (Assault Rifle) is a gimmick that sounds fun until you realize the wooden walls also block your own bullets, world drop, probably the most hated legendary in the community and for good reason. Tankman's Shield (Shotgun) consumes 2 ammo per shot for 20% extra damage wich is worse ammo economy than the Hellwalker with none of the payoff, you get the idea. These weapons exist purely to dilute the legendary loot pool and make you appreciate the good drops more, or whatever, I dont know what Gearbox was thinking with some of these honestly.
DLC Exclusive Legendaries
Several top-tier legendaries are locked behind DLC and if you own the Season Pass you should prioritize farming these because theyre among the best weapons in the game regardless of tier. The Plasma Coil comes from Arms Race wich is a base game mode but was part of the Designer's Cut. The Flipper is from Bounty of Blood DLC. Complex Root is from Guns, Love, and Tentacles DLC. Meltwater is from Revenge of the Cartels wich is a seasonal event and you may need DLC ownership outside the event window. Light Show is from Director's Cut DLC. Pretty much if you want the best weapons in the game you need the DLC, that's just how Gearbox does things and tbh it's kind of annoying but the weapons are worth it, the Flipper alone justifies buying the Season Pass imo.

How the BL4 Legendary System Works
The anointment system is probably the most important thing to understand because every legendary can roll with an anointment wich is a passive bonus that activates on action skill use or kill or specific conditions, anointments can literally double or triple a weapon's effective DPS and rerolling at Crazy Earl costs 250 Eridium per attempt wich adds up fast. Mayhem scaling is huge too, legendaries dropped on Mayhem 10/11 have 25x higher damage and 10x higher shield capacity so a Mayhem 10 Kaoson deals roughly 25x more damage than a non-Mayhem version, you pretty much never want to farm below Mayhem 10 once you can handle it. Unlike BL3 launch every legendary in BL4 has at least one dedicated drop source, world drops still exist at 4-6% from badass enemies but farming a specific boss guarantees a path to each weapon. Each boss has a pool of 3-5 dedicated legendaries so the target weapon only competes with a small pool not every legendary in the game, making targeted farming actually viable for once. The Plasma Coil, Boogeyman, and Tizzy are exclusive to Arms Race mode meaning you cannot get them from world drops, this makes Arms Race mandatory for min-maxing wich some people hate but tbh I kind of like having a guaranteed path even if the mode itself gets repetitive. Some legendaries like the Hellwalker and Kaoson have partially or entirely fixed parts wich reduces the RNG grind significantly, for the Hellwalker any drop is the god-roll wich is such a relief. Seasonal event weapons like the Meltwater and Cartels Skullsmasher rotate in and out, missing the event window means waiting a full year or trading with other players. And several BL4 legendaries fire multiple projectiles without consuming extra ammo like the Flipper and Light Show, these weapons have the highest damage-per-bullet economy in the game and are always worth picking up.
My Experience, 200 Hours of Mayhem 10 Farming
I started this tier list two months ago before I had a single Mayhem 10 legendary and tbh I was running a scrounged-together Mayhem 4 build with a non-anointed Hellwalker and a half-decent Kaoson, the first real breakthrough came when I got a god-roll Plasma Coil from Arms Race after 47 runs and the beam melted through everything but I quickly realized without the right anointment it was only okay, you really need that 150% Iron Bear damage roll to make it shine. The real test was farming Kaoson from Captain Traunt, I killed him 103 times across three sessions and the first Kaoson dropped on kill 31 with a useless slide-speed anointment, the god-roll with 150% Iron Bear damage for Moze finally dropped on kill 89 and that single weapon turned my Moze from a build that could clear Mayhem 10 with effort to a build that could basically afk in a corner while Iron Bear cleared the room, it was honestly game-changing I mean the difference was night and day. And the Finnity XXX-L was the surprise of the testing, I expected it to be a niche sniper but at 10 stacks it out-DPS'd most SMGs while maintaining zero recoil, on FL4K with Fade Away every shot crits and every crit stacks the fire rate so by the fourth shot you're firing faster than a Vladof pistol and it's honestly hilarious to watch. The Lead Balloon from Splashzone was the hardest to test because the event window is limited, I managed 34 kills in one sitting and got two drops, with Moze's splash radius boost the submunitions cover an area roughly the size of a Slaughter Shaft arena and it's absolutely ridiculous, you fire one shot and the entire screen explodes. Farming this much has kinda burned me out on Borderlands for a bit not gonna lie but the tier list is solid and I stand by every placement, these rankings come from actual hours of testing not just looking at stat sheets and stuff like that like that.
Best Use Cases
For boss melting you want Kaoson with Moze, equip it with the 150% Iron Bear damage anointment and enter Iron Bear, throw grenades for Vampyr healing and watch boss health bars disappear, ideal for Graveward, The Timekeeper, and Primordial Guardian Origo. If you want speed farming grab Hellwalker with FL4K, Fade Away guarantees all 10 Hellwalker pellets crit and you one-shot any non-boss enemy on Mayhem 10, use this for Scraptrap Nest XP farming and Slaughter Shaft clears with a clear time per Slaughter Shaft round of under 90 seconds wich is just stupid fast. And for Arms Race domination once you extract a Plasma Coil subsequent Arms Race runs become trivial, find any white-rarity shield and the Plasma Coil carries to the final boss with an average Arms Race clear time of about 8 minutes or whatever. These three weapons basically cover every type of content in the game and everything else is just for fun or specific niche builds, you could genuinely clear 90% of BL4's endgame with just a Kaoson, Hellwalker, and Plasma Coil and not feel like you're missing anything.
Pro Tips for Legendary Farming
Always farm on Mayhem 11 over Mayhem 10 because it's the same loot quality with no annoying modifiers like Speed Demon or Galaxy Brain that slow you down, the only difference is Mayhem 10 has modifiers and Mayhem 11 removes them wich makes farming way less frustrating. Equip a Shlooter artifact before farming too, the Shlooter from Vault Card 2 increases world-drop chance by 1000% for 30 seconds after any kill so you just kill a trash mob near the boss before engaging to activate the buff. Anointments matter more than parts honestly, a perfectly-rolled Kaoson with a bad anointment is worse than a mediocre-rolled Kaoson with Consecutive Hits, always reroll at Crazy Earl if the base weapon is good. Save-quit farming is faster than you'd think, you kill the boss then pause and Save and Quit to Main Menu and continue game, most bosses respawn and the average kill-to-kill cycle is 45-90 seconds. Also use the Lootlemon database because it tracks every legendary's exact drop source and drop rate and part pool, refer to it before starting a farm to confirm the boss and Mayhem requirement, it'll save you hours of farming the wrong boss like I did when I first started out. And one last thing, dont forget to check the anointment reroll machine at Crazy Earl's, 250 Eridium per reroll is expensive but getting the perfect anointment on a god-roll weapon is worth every single piece of purple rock you spend on it, trust me I've probably dumped over 100,000 Eridium into that machine across all my characters and I regret nothing.
